They're not Win32 compilers, but Intel does offer their Linux compilers (C, C++, and FORTRAN) and other Linux development tools to non-commercial developers free of charge. They are offering 11.0 as of May 2009. You have to provide an e-mail address to get the software, and it's only for non-commercial development.
