The video below shows how to download k2pdfopt on a Windows system and how to

GETTING STARTED WITH THE WINDOWS GUI

Using k2pdfopt is simple. Just click on the download link, which should bring
up a save dialog box like so:

Select Desktop when you save...

Then just double-click the k2pdfopt icon to launch the Windows GUI.
